Tax Tables - Not Importing CSV Data

I'm trying to load the tax tables via CSV import, will not load data.
Fresh install of DNN and Razor Cart. No customizations made to view sets.
Please advise. Possible bug?

What version of RazorCart are you running? Did you edit your csv in excel? The reason I ask is because excel changes your data when you save especially large numbers and numbers with decimal points get converted to scientific notation. If you are editing the csv with excel try editing the csv using a text editor like notepad++

tried on 1.3.2, 1.3.4, and 1.3.6. CSV is directly downloaded from tax site then imported, no edits made. I will keep digging. Let me know if you have any other ideas. Thanks Dave!
