Default Sales Tax on Cart page

Hi
i'm using SmithCart05.77.00 in DNN 07.02.02.
My tax setting is : Use Tax Tables.
My Problem is when i'm on the Cart Page, the tax appears as 5% and when i'm going to the confirm page, the tax appears as 14%.
the 14% is good, because is the Region taxes. But where does the 5% come from in the Cart Page ?

Which Store State/Region and Store Postal Code do you have entered in your Store settings?

When using the Free Shipping method with the "Use Tax Tables" Tax method, the Cart uses the address entered on Step 1 to calculate tax. Since no address is entered on your Cart page the Tax Rate being shown is most likely for the Store State/Region and Store Postal Code that you have entered in the Store Settings.
