All settings suggest that the zipcode/postcode is a required field, but when you submit the Shipping Calculation form on the Cart page, you can leave the postcode empty and it happily submits the details.
The problem is, that without the postcode, the shipping calculation comes up at $0.
So if the customer mistakenly skips the postcode field, they think they are getting a bargain on shipping.
The same problem is happening in Step 1 of the checkout. The State and Postcode are both shown as required fields with the red asterisk, but if you leave them blank the checkout let's you continue to the next step anyway.
