Is there a way to control the "To" email address for the email that is generated regarding "New Order on Website"? It appears to go to the administrator setup for the portal. Preferably I need this email to goto the order processing guy so he can get the order out to the client.

Yes, in the cart settings there is a field called "Store Email Address" where you can enter the email address that you want the order email notifications to the customer be sent from. Additionally, the order email confirmation notifications will be cc'd to this email address. See page 40 of the users guide for more info:
