To implement multilingual support in Smith Shopping Cart, we can modify the ascx files to use resx files and localize static texts and images (until this is built into Smith Shopping Cart). However, we'd like to localize email templates and that cannot be done without code modification.

A simple approach would be to check for a localized version of the template and use this version if found:

- If OrderTemplate.fr-CA.htm exists and thread culture is fr-CA, use this template instead of the default one.
